Over the past decade, UNICEF has partnered with the Government of India (GoI) to support the implementation of the Facility Based Newborn Care (FBNC) programme, to reduce newborn deaths. This independent, formative evaluation aimed to: (1) assess the relevance, effectiveness, efficiency and sustainability of UNICEF support to India’s FBNC programme, particularly Special Newborn Care Units (SNCUs); (2) document the findings including gaps and challenges, lessons learnt, conclusions, and to make recommendations to inform the strategic direction in UNICEF’s future partnership with the GoI.
