Inter-Agency Humanitarian Evaluation of the Drought Response in Ethiopia 2015 - 2018

Independent assessment of the collective humanitarian response of the IASC member organizations

GPPi is conducting an inter-agency humanitarian evaluation (IAHE) of the emergency response to the droughts in Ethiopia since 2015. The IAHE independently assesses the extent to which the collective results of the humanitarian response met their objectives and the needs of affected people. This is the first IAHE to assess the humanitarian system’s response to a slow-onset, recurrent disaster. 

Through stakeholder interviews, a survey of and focus group discussions with people affected by the drought, document review, data analysis, and an aid worker survey, the evaluation will ask the following key questions:

1. To what extent were the humanitarian response planning documents for 2016, 2017 and 2018 based on affected people’s needs? 
2. What were the positive and negative, intended and unintended effects of the humanitarian system’s assistance to people affected by the droughts?
3. To what extent have the humanitarian system response mechanisms, as well as other internal and external factors, supported or hindered the drought responses?
